Do you think there will be a war in Iran in response to their refusal to discontinue their nuclear weapons programme?

I think a war is probably justified, as Iran would pose a serious threat to the world if it acquired a nuclear weapon - many times more of a threat than Iraq ever was. However, I don't think the U.S or any Western nations have the public support, nor the resources to start such a war. Iraq is an absolute mess, heck there's still a ton of fighting in Afghanistan.

Rather than an all out war, it would have to be more of a surgical strike to neutralize the threat.

There's absolutely no way in hell that Bush or Blair (or whoever succeeds him) will be able to get away with starting another pointless war. Diplomacy will have to continue, and be much tougher. War, what is it good for? Absolutely nothing.

Bush and the Republicans should, in my opinion, expand the military to the point where we can credibly wage war against several minor powers simultaneously. Military action in Iraq/Iran should not have to be an either/or, and ending the perception that we are overextended would do far more good with Tehran and Pyongyang than any threats any sanctions that we can issue.
